WISE organised the second training programme on RECs titled ‘Renewable Energy Certificates (RECs): Procedures and Operation’ in its premises in November 2012. While the first programme held in September 2011 aimed at providing information on various aspects of the newly introduced REC mechanism, this workshop provided a platform to discuss the latest developments in the REC framework.

The one-day training programme was inaugurated by Sanjeev Ghotge, Jt. Director (Research) & Head, Centre for Climate and Sustainability Policy, WISE. The programme mainly deliberated on operational issues like non-compliance with REC regulations at the state level, weak enforcement concerns, bankability of RECs, longer visibility of floor and forbearance price of RECs, secondary market for RECs, etc. There were special sessions on REC mechanism for solar power, and inclusion of off-grid RE-distributed RE generation under the REC framework. The programme was well attended by personnel from the corporate sector, academic institutions and government institutions, and RE consultants from all over India.

Besides WISE faculty, speakers included resource persons from institutions involved in implementation of the REC mechanism in India. Prominent among them were Minaxi Garg, DGM, National Load Dispatch Centre; Rakesh Shah, Advisor (RE), Central Electricity Regulatory Commission; Prashant Khankhoje, President, Global Energy Private Limited; Dr Sanjay Mande, ABPS Infrastructure Advisory Pvt Ltd; Girish Rane, Head-BD (REC), Indian Energy Exchange; and Vishal Pandya, Director, REConnect Energy. All participants appreciated WISE for conducting the training programme which helped them to gain first hand knowledge on RECs.
