Hidden Subsidies to Conventional Power in India – A WISE Research Report
WISE conducted a two-year research study on quantification of subsidies to the conventional power sector in India. A sample of 20 large conventional power projects was selected across 10 states in India, including 9 coal and lignite thermal projects, 5 hydro projects, and 6 gas thermal projects. It was found that the cumulative subsidies for these projects amounted to 150% of the original investment! The study thus broke the myth that renewable power is subsidised and that it is expensive. Such a research exercise has been undertaken for the first time in India (and probably in the world). An abridged version of the study has been published in 2008 by WISE with the title, ‘Power Drain: Hidden Subsidies to Conventional Power in India’.
Preparation of a Policy Map for Accelerated Solar Development in India for Ministry of New and Renewable Energy (MNRE), Govt. of India
This project was undertaken as a follow up of ‘Solar India 2007’ held by WISE in Bangalore on 19 and 20 July 2007. This was the first ever exclusive Conference and Exhibition on Solar Energy development in India. Dr Hermann Scheer, the famous author, R E expert, German Parliamentarian, President of Euro Solar and Chairman of the World Council for Renewable Energy delivered the keynote address. Many other foreign speakers participated. Post-conference, WISE felt that the momentum generated should not be allowed to dissipate. As a follow up, WISE organised a CEO’s conclave which was chaired by the then Secretary, MNRE. A working group was set up to fine- tune the policy package. The result is a unique policy road map which was presented to the Secretary MNRE, GoI, in August 2008.
Determination of Model Tariff for Grid-connected Solar Power Projects in India for Ministry of New and Renewable Energy (MNRE), Govt. of India
MNRE wanted to determine the realistic tariff for grid-connected solar PV as well as solar thermal power projects in Indian conditions. Since the reliable cost related data was not available in India, MNRE entrusted this assignment to WISE. In this study, total 11 configurations/ technologies (PV and Thermal) were analysed and recommendations were made on possible tariff, and various incentive structures to support solar power projects.
Renewable Energy Vision 2020 for the Union Territory of Puducherry for Renewable Energy Agency of Puducherry
The R E policy document prepared by WISE consists of broad principles to be applied to developing an integrated renewable energy plan. These principles basically consist of substitution, energy conservation, energy generation based on R E, waste recycling, etc. Total 11 sectors were covered under the policy document.
Clean Energy Technology Action Plans for Climate Mitigation in Indian states (Maharashtra, Rajasthan, Karnataka) for UKFCO
This project aims to develop state level action plans for the systemic deployment of clean energy technologies across all sectors in three major states of the country for climate mitigation. The project envisages developing state level drafts for R E laws / policies / regulations / procedures for R E market expansion, improve capabilities of state level agencies to tackle climate mitigation, emerging technologies, public-private partnerships and policy formulation / implementation.
Feasibility Study for Rural Electrification via Microgrid System with Hybrid Combination of Renewable Energy Technologies for New Energy Foundation (NEF), Japan
This study has been commissioned under the Asia-Pacific Partnership on Clean Development and Climate (APP) by New Energy Foundation (NEF), Japan. WISE has offered consultancy services to NEF for conducting a pre-feasibility study titled ‘Basic Study for Microgrid System with Renewable Energies’. The basic objective of the study was to prepare a comprehensive Guide Manual for the distributed power supply by using Microgrid system with the combination of various renewable energies (Biomass, Hydro, and Solar) for village-based rural electrification in an un-electrified area of Asia. In Phase 2, in order to construct actual pilot-model facility consisting of various renewable energies (Biofuel, Hydro, and Solar) and to demonstrate its sustainable practicability in its operation and management, a detailed project report needs to be prepared for which WISE and NEF have signed an MoU.
Identifying optimal legal framework for renewable energy in India (APP Project REDG-06-09) for Baker and McKenzie and Government of Australia
The basic aim of the project was to assess the legal, regulatory, institutional and policy frameworks in India, and the barriers and opportunities facing the renewable energy sector in the country. The project also involved hosting workshops in India to identify and promote best practice for laws and policies promoting renewable energy in developing countries. As part of the project, WISE fielded a one-day workshop on ‘Introduction of Renewable Energy Certificates’ for electricity regulators and policy makers all over India, and other stakeholders. The final report presents results of the project's investigations and makes recommendations. The ultimate aim of the project is to encourage and enhance the capacity for emission reduction efforts in India by promoting legal and regulatory measures which create an environment within which renewable energy and distributed generation technologies are viable. The Project, while focused on India, is intended to provide policy options and recommendations that could be implemented in all APP partner countries.
Techno-economic analysis of solar power generation technologies and preparation of DPR for three 10 MW capacity pilot projects, using different solar technologies for G V K Industries Limited, a major private sector power generation company in India
GVK Industries Ltd. is active as an Independent Power Producer (IPP) in the conventional energy sector and is now planning to shift towards the renewable energy sector. This assignment was entrusted to WISE by GVK in order to assess techno-economic feasibility of emerging grid-connected solar power projects (thermal and PV) and thereafter preparation of DPR for best technology and configuration for three 10 MW size projects.
Techno-economic analysis of grid connected solar thermal, PV and CPV technologies for Suzlon Energy Ltd. Major Indian corporate- 4th largest wind power company in the world
Suzlon Energy Ltd. which currently is a world leader in wind energy wants to set up grid connected solar power projects in India. Purpose of this assignment was to conduct techno-economic analysis of grid connected solar thermal, PV and CPV technologies with their cost of generation, simulation analysis for relative cost economics and recommendation of appropriate solar technology for setting up the projects. WISE has also completed a feasibility study on wind and solar hybrid systems to be set-up in existing / new wind farm sites.
