The Maharashtra State Electricity Distribution Company Ltd (MSEDCL) shortlisted 42 wind projects that were generating at higher capacity utilization factor than specified in the MERC Regulations, 2010. Accordingly, MSEDCL filed a petition before the Maharashtra Electricity Regulatory Commission (MERC) and requested for downward revision of tariff of these selected wind projects. In this matter, MERC issued directives to MEDA, for undertaking wind zone classification of these 42 wind generators and reviewing the wind zone classification of remaining such wind generators, based on the actual generation data submitted by MSEDCL. Accordingly, MEDA awarded this study to WISE.
WISE studied the MERC orders, regulations, petition of MSEDCL, technology of wind projects, CERC orders, etc., and collected wind power generation data of the 42 wind generators and other wind projects commissioned under MERC Regulations, 2010. WISE undertook field evaluation and analysis of power generation data and prepared a comprehensive report detailing the rationale for wind zone classification of identified projects. The report findings were discussed by MERC in a public hearing attended by WISE and other officials from MEDA and MSEDCL.
