Power Procurement And Power Distribution Business Model For A New-Age Smart City In Gujarat

WISE was engaged by AECOM India for providing consultancy support in proposing a power procurement and power distribution model for Dholera Industrial City, a new-age smart city along the dedicated Delhi-Mumbai freight corridor. The main purpose of the assignment was to evolve power sourcing business models and to perform all related activities, besides assisting the licensee with various technical tasks/matters with a view to helping the smart city develop a state-of-the-art smart transmission and distribution grid, in line with global best practices.

Based on the interaction with key officials of Dholera Industrial City, WISE suggested options for power procurement and recommended potential business models for power distribution in the city while clearly mapping the legal, policy and regulatory implications of the recommendations. The same was submitted to the relevant authorities.

WISE offered consultancy support to a rural distribution licensee, Mula Pravara Electric Cooperative Society, in preparation of a business plan, and provide operational impact assessment of bulk and retail supply tariff proposal approved by the State Electricity Regulatory Commission.

WISE studied the orders of the Commission on ARR and tariff petitions and compared the tariff approved for other licensees in the state. It reviewed and assessed the impact of the decision by the state government to apply a viable bulk supply tariff to the distribution licensee. The study also highlighted the tariff philosophy adopted by other state regulatory commissions on similar issues and assessed the effect of the implementation of uniform retail supply tariffs on consumers.

WISE advised two industrial units, Kolhapur Green Energy Pvt. Ltd. (KGEPL) and Rochem Green Energy Pvt. Ltd., on tariff determination for a 1.8 MW and 8.97 MW waste-to-energy project respectively. WISE helped the companies with the preparation of a detailed tariff petition and presented them before the Maharashtra Electricity Regulatory Commission (MERC).

A case for renewable purchase obligation for distribution utilities was also incorporated in the petition. WISE attended the technical validation session, presented the case at the public hearing and helped the industrial units secure a favourable order from MERC. WISE also helped in securing in-principle approval from the Maharashtra Energy Development Agency (state nodal agency) for setting up the WTE project.

WISE assisted two industrial units, Hi-tech Carbon, a unit of Aditya Birla Group and Lloyds Metal and Engineering Ltd. (LMEL), in tariff determination of waste-heat-recovery based co-generation projects. Based on available inputs, WISE prepared the petition for project-specific tariff determination and presented the case before MERC. A case for renewable purchase obligation was also incorporated in the petition. WISE helped secure a favourable order from the MERC for the two industrial units.

The objective of the assignment was to assess the potential of the solar market and marketability of solar Renewable Energy Certificates (RECs), exploring options available for solar generators to sell electricity under the REC mechanism. The project was awarded to WISE by IL&FS Environmental Infrastructure & Services Limited.

WISE assessed the regulatory and commercial implications from multiple energy sale options and proposed optimized business models for electricity sale from a solar PV project. WISE also analyzed the solar REC market and modelled solar REC demand and REC price variation using robust forecasting parameters.

WISE was appointed by IL&FS Infrastructure Services Ltd, to conduct due diligence of the PPA executed by the project developer and to highlight contract and payment risks. WISE reviewed the prevailing legal and regulatory framework for tariff determination of the MSW project and provided a comprehensive report highlighting contracting and payment risks and suggesting alternative energy sale options for the MSW project.
