The Ministry of New and Renewable Energy (MNRE) in association with World Bank awarded a study to WISE to undertake capacity building of state nodal agencies of four states, Uttar Pradesh, Bihar, Jharkhand and West Bengal. The project scope involved assessment of key functional areas of the SNAs, preparation of state-specific action plans and implementation of strategic interventions to strengthen the SNAs in executing RE- based off-grid solutions.
WISE visited each SNA and interacted with their key officials. It assessed core functional areas, including project planning, project implementation practices, organizational and HR processes, policy and regulatory framework, financial management, and governance. WISE also prepared a diagnostic report followed by a state-specific action plan (for each state) for supporting off-grid renewable development. Two technical training programmes were also imparted — the first aimed at managerial staff focusing on policy, regulations, financing, and business model, and the second targeted field-level staff focusing on hands-on knowledge in solar PV installation and O&M. The project team also developed a comprehensive manual on installation, operation and maintenance of solar-based off-grid systems. The project helped the SNAs to support and develop new off-grid programmes.
